IMPORTANT NOTICE: NEW BICYCLE REGULATIONS IN JAPAN FROM 1 APRIL 2026

If you are living, studying, or working in Japan, cycling is a very common means of transport. However, from 1 April 2026, the Japanese government has tightened enforcement measures to improve public awareness and ensure road safety. Below are the key points you should be aware of:

 1. Overview of the New Regulations (from 1 April 2026)

  • Introduction of the “Blue Ticket” system (青切符)

  • Applicable to cyclists aged 16 and above

  • Around 113 types of violations subject to penalties

  • Fines range from ¥3,000 to ¥12,000 (approx. VND 500,000 – 2,000,000)

👉 Minor offences: administrative fines (Blue Ticket)
👉 Serious offences (e.g. accidents, drunk cycling): may result in criminal charges (Red Ticket)

 2. Common Violations and Penalties

Serious offences (higher fines)
📱 Using a mobile phone while cycling: ¥12,000
🚉 Crossing railway tracks after barriers are down: ¥7,000

 Dangerous offences (medium fines)
🚦 Running a red light: ¥6,000
⛔ Riding against traffic / improper lane use / illegal pavement riding: ¥6,000

Common offences (¥5,000)
🛑 Failing to stop at a STOP sign: ¥5,000
🚲 Unsafe bicycle (e.g. faulty brakes): ¥5,000
🎧 Wearing headphones while cycling: ¥5,000
☂️ Riding while holding an umbrella: ¥5,000
🔦 Riding at night without lights: ¥5,000

Minor offences (¥3,000)
👥 Carrying two people on one bicycle: ¥3,000
↔️ Riding side by side (two bicycles): ¥3,000
🚑 Obstructing emergency vehicles: ¥3,000


 3. Violations That May Lead to Criminal Charges (Red Ticket)
In addition to fines, serious cases may result in heavy penalties or even imprisonment, along with a criminal record.

Examples include:
🚫 Cycling under the influence of alcohol
📱 Using a mobile phone and causing an accident
💥 Causing a serious traffic accident

 4. Important Notes

Bicycles must generally be ridden on the road, not on the pavement (except in designated cases)

If fined:

  • Payment must be made within approximately 8 days

  • Failure to pay may result in more severe consequences

5. Advice for International Students and Workers
✔️ Always follow traffic signals and stay in the correct lane
✔️ Do not use your phone while cycling
✔️ Ensure your bicycle is properly equipped (lights, bell, brakes)
✔️ Never cycle under the influence of alcohol
✔️ Take time to understand local regulations before riding
