From 1 April 2027, Japan will begin implementing the Employment for Skill Development (Ikusei Shūrō) programme, which will gradually replace the long-standing Technical Intern Training Program (TITP). This marks one of the most significant reforms in Japan's system for accepting foreign workers, aiming to address labour shortages caused by an ageing population while developing a more skilled workforce.

According to information released by the Vietnam Department of Overseas Labour (DOLAB) and the relevant Japanese authorities, the new programme is designed not only to develop vocational skills but also to provide a clearer career pathway for foreign workers who wish to continue working in Japan.

Objectives of the Employment for Skill Development Programme

Unlike the former Technical Intern Training Program, the Employment for Skill Development programme has been established with the following objectives:

  • To provide systematic vocational training and skills development for foreign workers.

  • To help address labour shortages in industries facing workforce challenges in Japan.

  • To enable workers to acquire the skills required for a possible transition to the Specified Skilled Worker (SSW) status, provided they meet the relevant legal requirements.

Implementation Timeline

According to announcements from the Japanese Government and Official Dispatch No. 12/CQLLĐNN-TTCACP dated 7 January 2026 issued by Vietnam's Department of Overseas Labour (DOLAB):

  • The Employment for Skill Development programme will officially commence on 1 April 2027.

  • From this date, new Technical Intern Training Plans will no longer be accepted.

  • By approximately 1 April 2030, the Technical Intern Training Program is expected to be fully phased out under the planned transition schedule.

What Should Vietnamese Workers Prepare?

Individuals planning to work in Japan in the coming years should familiarise themselves with the new programme and prepare accordingly. It is recommended that prospective workers:

  • Follow official announcements issued by both the Vietnamese and Japanese authorities.

  • Improve their Japanese language proficiency and vocational skills.

  • Understand their rights and obligations before signing an employment contract.

Matters Still Awaiting Detailed Regulations

Although the legal framework for the Employment for Skill Development programme has already been established, some implementing regulations are still being finalised by the Japanese authorities. These include:

  • Specific requirements for individual industries.

  • Detailed procedures for training and workforce development.

  • Operational guidelines on changing employers in situations permitted by law.

  • Skills assessment standards for each occupational sector.

Therefore, prospective workers should rely on official information released by the competent authorities rather than unverified information circulating on social media or unofficial websites.
