TOP 1 VS. TOP 2 UNIVERSITIES IN SOUTH KOREA: WHAT'S THE DIFFERENCE?

Người đăng: Tohoku Sông Đà Công ty cổ phần - 17/07/2026

Learn the differences between TOP 1 and TOP 2 universities in South Korea, including admission requirements, annual evaluation criteria, and how to choose the right institution for your study abroad journey.

When exploring study opportunities in South Korea, many students and parents come across the terms TOP 1, TOP 2, and TOP 3 universities. Many assume these categories represent academic rankings or teaching quality. However, this is a common misconception.

In reality, TOP 1, TOP 2, and TOP 3 are terms commonly used in Vietnam to distinguish groups of Korean educational institutions based on the international student management policy of the Korean Ministry of Justice, rather than their academic reputation or teaching quality. In official Korean documents, these categories are generally referred to as Certified Universities, General Universities, and Restricted Universities.

Understanding this classification will help students and parents choose the right institution, prepare their applications effectively, and develop a suitable study plan.

WHAT ARE TOP 1, TOP 2, AND TOP 3 UNIVERSITIES?

Each year, the Korean Ministry of Justice, in cooperation with relevant authorities, evaluates institutions that enrol international students based on several factors, including:

  • The institution's ability to manage international students.

  • International student dropout rates.

  • Rates of illegal overstay among international students.

  • Compliance with South Korean laws and regulations.

  • Student support and international student management systems.

Based on these evaluations, institutions are classified into different management categories.

Note: These classifications are not academic rankings. Instead, they reflect an institution's credibility and effectiveness in managing international students.

WHAT IS A TOP 1 UNIVERSITY?

A TOP 1 University refers to an institution that has been certified by the Korean Ministry of Justice for its excellent management of international students.

These institutions typically have:

  • Low student dropout rates.

  • Low rates of illegal overstays.

  • Effective international student management systems.

  • Strong compliance with Korean government regulations.

Characteristics of TOP 1 Universities

  • Certified by the Korean Government.

  • Extensive experience in enrolling international students.

  • Well-established admission and student support systems.

  • Student visa applications are generally more straightforward when applicants meet all requirements.

WHAT IS A TOP 2 UNIVERSITY?

A TOP 2 University is an institution that is authorised to enrol international students but has not been included in the Certified University category (TOP 1).

This does not mean that its academic quality is inferior.

Many TOP 2 universities offer:

  • High-quality academic programmes.

  • Experienced lecturers and professors.

  • Modern facilities.

  • Excellent graduate employment rates.

Characteristics of TOP 2 Universities

  • Authorised to enrol international students.

  • Degrees officially recognised in South Korea.

  • Some institutions may require more comprehensive financial or visa documentation.

WHAT IS A TOP 3 UNIVERSITY?

In Vietnam, the term TOP 3 is commonly used to describe institutions that are subject to restrictions on international student recruitment or are under special supervision by the Korean authorities.

For these institutions:

  • Student visa applications are generally reviewed more carefully.

  • Admission requirements may be stricter.

  • Some institutions may face temporary restrictions on recruiting international students.

Students are therefore advised to research these institutions carefully before applying.

ARE THE ADMISSION REQUIREMENTS FOR TOP 1 AND TOP 2 UNIVERSITIES DIFFERENT?

This is one of the questions most frequently asked by students and parents.

The answer is: They may differ, but not because an institution is classified as TOP 1 or TOP 2.

Admission requirements are determined primarily by each university and each academic programme, rather than by the institution's classification.

Admission Requirements for TOP 1 Universities

Applicants generally need to:

  • Graduate from high school or an equivalent qualification.

  • Meet the university's academic requirements.

  • Demonstrate sufficient financial capacity.

  • Provide TOPIK or IELTS scores for certain degree programmes.

  • Satisfy any additional admission requirements set by the university.

For Korean language programmes (D4-1 Visa), many TOP 1 universities do not require a TOPIK certificate.

Admission Requirements for TOP 2 Universities

The general requirements are similar:

  • Meet the academic eligibility requirements.

  • Submit satisfactory academic records.

  • Provide proof of financial capability.

  • Prepare complete personal documentation.

  • Meet the admission requirements of the chosen university.

In some cases, visa applications or financial documents may be reviewed more carefully, depending on the institution and current immigration policies.

COMPARISON OF ADMISSION REQUIREMENTS

Criteria TOP 1 TOP 2
Academic requirements Determined by each university Determined by each university
Language requirements Depends on the programme Depends on the programme
Financial requirements Standard requirements Standard requirements; additional documents may be requested
Admission interview May be required May be required
Visa application Generally more straightforward if requirements are met May receive closer review depending on individual circumstances

There is no regulation stating that TOP 1 universities are easier to enter or have lower academic requirements than TOP 2 universities.

In fact, some TOP 2 universities require a higher GPA than certain TOP 1 institutions. Therefore, students should always review the admission requirements of each university rather than relying solely on its classification.

COMPARISON BETWEEN TOP 1 AND TOP 2 UNIVERSITIES

Criteria TOP 1 TOP 2
Certified by the Korean Ministry of Justice Yes No
International student management Excellent Meets required standards
Academic quality High High
Degree recognition Officially recognised Officially recognised
Visa application prospects Generally more favourable when requirements are met Depends on the applicant's profile and university requirements
Suitable for Students with strong academic profiles A wide range of students

ARE TOP 1 UNIVERSITIES BETTER THAN TOP 2 UNIVERSITIES?

Not necessarily.

This is one of the most common misconceptions.

The TOP classification primarily reflects an institution's ability to manage international students, not its academic quality or university ranking.

Many TOP 2 universities are particularly well known for programmes in:

  • Information Technology

  • Engineering

  • Nursing

  • Design

  • Beauty and Cosmetology

  • Tourism and Hospitality

Meanwhile, many TOP 1 universities are recognised for their strong international student management systems.

When choosing a university, students should consider:

  • Academic major.

  • Educational quality.

  • Tuition fees.

  • Living expenses.

  • Location.

  • Admission requirements.

  • Career opportunities after graduation.

HOW OFTEN ARE UNIVERSITIES RE-EVALUATED?

The list of Certified Universities is reviewed and published annually by the Korean Ministry of Justice.

Evaluation criteria generally include:

  • International student dropout rates.

  • Illegal overstay rates.

  • International student management capability.

  • Compliance with South Korean laws and regulations.

  • Institutional evaluation and quality assurance results.

If a university no longer meets the required standards, it may lose its Certified University status during the next annual review.

Conversely, institutions that improve their performance may gain or regain certification in subsequent evaluations.

SHOULD YOU ONLY CHOOSE A TOP 1 UNIVERSITY?

Not necessarily.

The best university is one that matches your academic goals, financial circumstances, and future career plans—not simply one with a higher TOP classification.

A TOP 2 university may be a better choice if it offers:

  • Your preferred field of study.

  • Affordable tuition fees.

  • Reasonable living costs.

  • Strong internship and employment opportunities.

  • A learning environment that suits your academic ability.

The most important factor is choosing the university that best fits your personal goals and circumstances.

HOW TO CHOOSE THE RIGHT UNIVERSITY

Before selecting a university in South Korea, you should carefully consider:

  • Your long-term career goals.

  • Your preferred field of study.

  • Academic performance and language ability.

  • Family financial situation.

  • Tuition fees and living expenses.

  • Study location.

  • International student support services.

  • Internship and employment opportunities after graduation.

Making the right choice from the beginning will help ensure a smoother study experience and provide a strong foundation for your future career.
